“It’s likely he was confined to a crate with little room to move and little to no food or water,” CCAS wrote. “He is also terrified.”

“He is rehydrated and is receiving controlled feedings,” CCAS staff wrote. “We are allowing him to move around to hopefully start rebuilding muscle and gain some mobility.”
