After leaving Naku Tedek with Giatta, you'll find that Fior has been razed to the ground and the Steel Garrote are responsible. Afterward, you'll find Vemas Rogera at the Abandoned Farms, whose nephew was murdered by Captain Carnet, the leader of the siege on Fior.
