There you will fight Thalla after confronting the Sparrowhawks harassing the Apothecary merchant, Grysca. You can speak with Thalla initially next to the stairs leading up to the Apothecary, but he won't fight you until after you've given the Ambassador the emperor's missive and confronted Wetenu and his goons at the shop. Thalla has a handful of heavy attacks that are relatively easy to dodge, and you'll get some decent loot after taking him down.
