The Recycling Plant is always there, and you can interact with it prior to unlocking it, although you’ll just be told that Keroppi probably knows more about it. To actually use the Plant, you’ll need to reach level 11 friendship with Hello Kitty, and then begin the “Reef Revival” quest.

The other use for the Recycling Plant is to stock up on Dye Pouches of every color. You’ll receive a different color Dye Pouch depending on what you put into the Recycling Plant. Some items can even result in different Dye colors, so there is an element of chance involved.
