Migrants are one of the new units in Civ 7 that you are guaranteed to come across as you play, but it isn't exactly obvious how these units are acquired, seeing as they don't function quite the same way as others. The Migrant can be acquired by completing a range of unique in-game conditions, often tied to Emergent Narratives and Narrative Events.
