State of emergency declared in Dover due to potential cybersecurity threat

Dover Mayor Robin Christiansen has declared a state of emergency due to a potential cybersecurity breach.

The state of emergency began at 8 a.m. Wednesday, Christiansen’s proclamation said, and is in effect until he terminates it.

“We had information from an external entity that informed us it was possible IT system had been compromised,” Christiansen said when reached by phone Thursday.

He declined to name the entity, but said he would not have taken action if he did not believe they were credible. Also contributing to his decision was an additional potential cybersecurity issue that occurred Jan. 14, he said.

“The payroll system had been violated some way, somehow,” he said. “I’m not an expert.”

The latest potential breach could affect emergency services, utilities and other public services, according to Christiansen, and compromise the personal information of city employees and customers.

“It’s very important, in particular, in relation to utilities, because one of our largest users is Dover Air Force Base,” Christiansen said.

Outside resources are being called in to assist in determining the problem, if there is indeed a problem, Christiansen said.

The order allows for the “performance of public work and any other prudent action necessary to ensure the health, safety, and ******** of the citizens of the city,” entering into contracts, incurring obligations, employment of temporary workers or contractors and any other regulations deemed necessary.

The order will remain in place until any issues have been remedied and there are protections in place to prevent them from happening again, Christiansen said.
