for Oswego, Jefferson and Lewis counties, where 8 to 17 inches of heavy snow is predicted for fall by early Thursday morning,

 from the Weather Service at the same time predicts 3 to 7 inches of snow in Monroe, Ontario, Livingston, Genesee, Orleans, Erie and Niagara counties, 4 to 8 inches of snow in Wayne and Cayuga counties and 5 to 9 inches of snow in Wyoming, Chautauqua, Cattaraugus and southern Erie counties.

Elsewhere in the Empire state, 4 to 9 inches of snow are expected by 4 a.m. Thursday in parts of Seneca, Cayuga, Madison, Onondaga, Madison, Cortland, Otsego and Delaware counties. Also, 4 to 7 inches of fresh snow are expected by 10 p.m. Wednesday in parts of the Adirondacks – in St. Lawrence and Franklin counties.

High winds also predicted

Winds gusting up to 40 mph is expected and will likely create difficult driving conditions as snow is blown around, forecasters said. This comes one day after high winds ripped through western and central New York. In Buffalo, sustained winds topped 40 mph on Monday and the highest gust was 63 mph, according to the Weather Service.

Watertown and Rochester were slightly less windy – with gusts recorded at 57 mph and 53 mph, respectively.
