Serious questions are being asked after a domestic ********* bully was somehow allowed to terrorise his battered partner while in prison — with the jailhouse phone calls so scary the woman ultimately refused to give evidence against him.

In March last year, Christopher James Bin Kali was locked up after police found his long-time partner with swelling and bruising to her face, eyes, neck and jaw.
