Civilization is on some level. A 4X game encompassing the entirety of human history may sound like a bit of a stretch, but that's exactly what Sid Meier and the rest of the team aimed for when creating the first - and every subsequent - Civilization game. I think it's fair to say they've done a decent job at it.
