Representative Jamie Raskin of Maryland, the top Democrat on the Oversight Committee, and Senator Richard Blumenthal, Democrat of Connecticut, have introduced a rival ethics bill, tailored to Mr. Trump’s business, that would add penalties against presidents who ****** the Constitution’s Emoluments Clause.

That bill would bar the president and other federal officials from accepting payments from foreign governments while in office and for two years after leaving office without first obtaining the consent of Congress. It would also create civil and ********* penalties for unauthorized acceptance of foreign payments.
