Gwent Police and 14 ***** crews were called to the scene on Frogmore Street, Abergavenny, Monmouthshire, at about 20:35 GMT on Sunday. The affected building, at the rear of the Magic Cottage charity shop, remained alight on Monday morning but no injuries were reported. A number of nearby residents were evacuated, with Abergavenny Leisure Centre opened up to accommodate those affected and some still unable to return to their homes. Firefighters are using four water bowsers, two aerial ladder platforms, and a high volume pump (HVP) to tackle the flames. A cordon covering Frogmore Street, Regent Street, Princes Street and Baker Street is expected to remain in place for some time. Police urged residents to ensure all windows and doors were closed due to the smoke. Local resident Joe Pugh, said the “air was thick with smoke” in the town centre on Sunday night. “From what I could see it was widespread damage,” he told BBC Radio Wales Breakfast. “It was centred around a lovely old row of shops which are well known to residents. The reports were that it was spreading quite rapidly which was alarming, but thankfully no-one [was] hurt.” Mr Pugh said the affected building was best known for formerly being home to family-run business Richards of Abergavenny. “Frogmore Street is one of the main arteries through town for pedestrians and that building is one that was occupied for 90, 100 years by a family business… I think the whole town will feel the effects of this for some time.” Richard John, a ************* councillor for Mitchel Troy and Trellech ward, described the ***** as “horrendous” and “heartbreaking” as he thanked emergency services on X, formerly known as Twitter. Laura Wright, a Labour councillor for Grofield ward, said the ***** was “absolutely devastating”. CNBC Pro’s Sarah Min gives a recap of what happened last week and what to look forward to this week. The bottom line When the numbers are this good, you’ve got to start with them. For the week, the S&P 500 climbed 4.66%, the Dow Jones Industrial Average rose 4.61% and the Nasdaq Composite popped 5.74%. If that’s impressive, consider this: The small-cap Russell 2000 surged 8.57%. The markets have Trump to thank for that. “Equities are eager to price in Trump’s domestic growth policies,” Barclays strategist Venu Krishna said in a note to clients. That’s most evident in the outsized bump in the Russell 2000 compared with other indexes. Smaller companies tend to be more tied to the domestic economy, which is the focus of Trump’s pledges. Getty Images Thirteen species of bat inhabit Sheephouse Woods in Buckinghamshire, which border the high-speed rail line The chairman of the HS2 rail line said it was spending £100m on a shield to protect bats in ancient woodland in Buckinghamshire. Sir John Thompson cited it as one example of 8,276 “consents” required from public bodies, and expressed frustration at the ***’s regulations. How did the price tag reach £100m and why do major infrastructure projects become so complicated? Protecting England’s ‘rarest wildlife’ “We are facing a nature crisis with one in six species in the *** now facing extinction. That is why development must be sustainable,” said Oliver Harmar, chief operating officer at Natural England. The government body is tasked with enforcing laws that protect wildlife and the environment. Its role is not to decide whether big infrastructure projects go ahead, but to consult on the plans and ensure that damage to nature is avoided where possible, or compensated for if not. Many species are legally protected, such as badgers, bats and great crested newts, and Natural England has to issue a licence before any work can take place that could harm them. Natural England chairman Tony Juniper previously pointed out it received “a high number of inquiries” about HS2 by people keen on conservation. “Many concerns quite understandably relate to our rarest wildlife and habitats, such as ancient woodland and bats,” he said. Some of the bats benefitting from the one-kilometre long shield are Bechstein’s bats, one of the world’s rarest bat species. Mr Harmar said: “There is ample evidence – despite claims made to the contrary – that they [the bats] are at risk of colliding with high-speed trains.” PA Media The barrier will allow bats to cross the high speed line without being ********** (artist’s impression) ‘Size doubled’ Railway design engineer and author Gareth Dennis, who worked on the HS2 stretch through Calvert in Buckinghamshire, agreed. “Eighteen trains an hour in each direction is a lot of pressure,” he said. “We must protect our biosphere – it is not a zero-sum game,” he added, pointing to a recent report by the Office for National Statistics that valued *** ecosystems at £1.8 trillion. Natural England did not put forward the bat tunnel idea, but agreed that it would work when consulted. A spokesperson for HS2 Ltd said “multiple options” had been considered, including green bridges and restoring habitats, to “comply with laws protecting vulnerable species”. It said through “extensive engagement” with Natural England, “a covered structure was designed”. “Its size has doubled over time, partly due to the need to accommodate future provision for local rail services,” the spokesperson added. Mr Dennis explained that the structure “originally cost £40m, then some wranglings with East West Rail made it a four-track structure and pushed up the cost”. East West Rail is a different project aiming to link Oxford and Cambridge by train. PA Media Badgers are another species that is legally protected by Natural England Planning tussles Natural England is not the only body giving consent to aspects of HS2’s railway. Big infrastructure projects get a Development Consent Order (DCO) from the government, but local authorities are still granted controls over the design of buildings such as viaducts and tunnels. Planning consent can also be required for lorry routes, storing construction materials, communication masts, fences and lighting. HS2 Ltd said it had gone to the Planning Inspectorate to over-rule local authorities on at least 23 occasions – including when Buckinghamshire Council objected to the plan for the bat shield. It also requires consents from the Environment Agency “for water management, excavation below the water table and similar things”. Gavin Pearson, editor of New Civil Engineer, said: “In recent years, achieving a DCO has been taking longer than many think it should. “Good plans have sat waiting for years, which means things like cost projections will be out of date. “If you multiply that same problem for planning processes at local authorities, the implications can be huge.” He said engineering projects could cope with “complex planning rules”, but there was a “growing inability of planning processes to keep pace with applications”. HS2 Ltd HS2 will see high speed trains running between London and Birmingham ‘Ridiculous’ Sir Geoffrey Clifton-Brown, chairman of the Public Accounts Committee and ************* MP for North Cotswolds, said it was “ridiculous” that HS2 had needed to apply for 8,276 separate consents. “It should be a procedure whereby when the project is granted permission, these consents are automatic,” he said. The Local Government Authority, which represents local councils, declined to comment. Peter Martin, Buckinghamshire Council’s Deputy Cabinet Member for HS2, said: “Whilst the council wishes to protect species such as Bechstein’s bats, one of the country’s rarest species, it was never supportive of what seemed like extremely excessive costs for a single structure.” He said the council remained “fundamentally opposed to High Speed 2″. “We will continue to work tirelessly to mitigate the impact of the construction of the project on our local communities, environment, and infrastructure, particularly our roads, which are being severely damaged by HS2 construction traffic,” he added. PA Media The bat protection structure will run for 1km over the railway line, costing £100m ‘Tip of the iceberg’ The Transport Secretary Louise Haigh said the £100m bat shield was a “shocking example” of the “complete lack of efficiency” around the rail project, which could cost £66bn in total. As well as legal and planning costs and delays, the spiralling price has been blamed on inflation – especially a rise in the cost of materials such as concrete and steel – and poor forecasting. Ms Haigh said that while she recognises the “importance of meeting legal obligations” there must be a “sensible balance” when it comes to costs. “I have reinstated direct ministerial oversight of the project and will be looking at what other systemic reforms we can put in place to ensure public money is put to good use and not wasted. “Through this tighter control, we will remove barriers that lead to project delays and eye-watering additional costs to taxpayers,” she said. How does the *** compare?Getty Images High speed trains in France tend to run through fewer tunnels and cuttings, according to HS2 Ltd HS2 Ltd said one reason the project costs more in the *** than say France or Spain, which are renowned for high-speed rail, is due to the landscape. “More than half of the HS2 route is either in tunnels (32 miles) or cuttings (44 miles) which are a lot more expensive than building on the surface. ********* railways are generally on the surface,” said a spokesperson. “We also tend to have more environmental mitigations, like the bat structures or green bridges,” they added. Discovered during a marine study aimed at collecting water samples from the shallow volcanic vents of Vulcano, this large cyanobacteria, formally designated as strain UTEX 3222, displays unique characteristics that may contribute to carbon sequestration efforts. Hot Chili doubles down with option on new copper mine in Chile Hot Chili doubles down with option on new copper mine in Chile Hot Chili has inked an option agreement to buy 100 per cent of the historic La Verde copper mine in Chile, adding more land to its Domekyo concessions which it picked up earlier in the year. The company says the move to connect the two sets of leases will consolidate and provide access to a much ******* potential porphyry copper ******** covering 1.68 square kilometres, 30km south of its flagship Costa Fuego copper project. La Verde, which is in the centre of Domekyo – an area spanning 141 square kilometres – hosts 800m of strike, mainly from old open pit workings by prospectors looking for shallow porphyry copper oxide. The pits are just 15m deep and up to 200m wide in places, leaving plenty of exploration upside at depth. Historic drilling of the surrounding area has been very limited while the mining area itself has barely been touched. The deal gives Hot Chili the option to buy 100 per cent of the La Verde concession and involves the total payment of US$8.89 million (AU$13.47 million) as a series of non-refundable cash payments across three years to local owner SLM Los Dominiceros una de la Sierra Los Chiquerosmade. Starting with an upfront payment of US$320,000 (AU$485,000) to kick off the deal, the company must then stump up an additional US$680,000 (AU$1.03 million) within the first year and another US$1,000,000 (AU$1.5 million) by the second year. If Hot Chili then decides to go all-in, it can fully acquire La Verde within 36 months by making a final payment of US$6,890,000 (AU$10.44 million). Since April, the company has been running a series of exploration exercises across the Domekyo region including soil sampling, mapping and magnetic surveys. The work has also specifically stretched onto to the La Verde copper mine area as part of due diligence prior to signing the latest option agreement. Geological mapping of the outcrops in the open pit has revealed copper oxide mineralisation tied to porphyry-style quartz veins, fractures and faults, similar to its Cortadera ******** 30 km north. The company has been provided with access to historic data generated by Hudbay Minerals which conducted a reverse circulation and diamond drilling campaign in the nearby area to trace La Verde’s mineralisation beyond the original lease. A new 4,000-metre drilling program has already fired up at site. Two holes have been completed with early signs indicating extensive porphyry-style copper deposits, although assay results are still pending. Hot Chili is additionally conducting a water supply business case study for its core Costa Fuego copper project in the Huasco Valley. The study has now been fast-tracked and is expected to be handed down at the same time as the prefeasibility study on the Costa Fuego project itself in the first quarter of 2025. The water supply case study revolves around providing sea water to the project in the first instance followed by developing up a more extensive network of desalinated water supply to other mines and the local community. While the U.S. bilateral trade deficit with China has decreased somewhat since the Trump administration, deficits with other ****** exporters have risen significantly and may come under increased scrutiny, Goldman’s Chief Asia-Pacific Economist Andrew Tilton said in a recent note. “With Trump and some likely appointees focused on reducing bilateral deficits, there is a risk that — in a sort of “whack-a-mole” manner–burgeoning bilateral deficits could eventually prompt U.S. tariffs on other ****** economies,” he said. A tariff is a tax on imported goods, but it isn’t paid by the exporting country. So U.S. tariffs will be paid by companies looking to import products into the country, raising their costs. “Korea, Taiwan, and especially Vietnam have seen large trade gains versus the U.S.,” Tilton observed, adding that Korea and Taiwan’s positions are reflective of their “privileged positions” in the semiconductor supply chain, while Vietnam has benefited from the re-direction of trade from China. We call it lengthening the supply chain. So in Trump 2.0, two things will happen. He will start noticing that [trade] is still going to China,” she said during the FT Commodities Summit held in Singapore following the announcement of Trump’s victory. “This is going to increase protection. Not just towards China, but to countries that have bilateral deficits with the U.S.,” Pangestu said. Felicity Campbell has been describing the moment she realised she had been caught in an elaborate scam by someone pretending to be from her bank. The scam started when Mrs Campbell, from Bleasby in Nottinghamshire, responded to a fake TV licensing email and entered her credit card details. When she realised it had been a phishing email, she contacted her bank and cancelled the card – but the deceit did not end there. Five days later, she received a call from a man claiming to be from her bank, she told BBC Radio 4’s You and Yours. “The man on the other end of the line said, ‘this is the Nationwide calling. Did you respond to a phishing email from TV Licensing?’,” she said. “I said I had. And he said ‘we’re a little bit concerned that your online account has been compromised. Have you made a payment of £1,500 to Western Union? And I said ‘no, I definitely have not’.” Screen share Becoming suspicious, Mrs Campbell challenged the man, asking whether he really was from Nationwide – in response, he told her details of her address and recent transactions – all of which were correct. “He said ‘are you sure you have not made a payment of £1,500 to Western Union?’ And I said I have not. And he said ‘OK, well we think your account has been compromised. “’I now need to help you make the account secure.’” The man ended the call and rang back via WhatsApp, asking Mrs Campbell if she was happy to continue. “Reluctantly, feeling a little *****, I have to say, because I wasn’t absolutely sure, but I said OK,” she said. “He then instructed me to press a few buttons on my phone.” These instructions, apparently so he could “guide” her through making her accounts safe, actually led Mrs Campbell to share her screen with the man, which is a function WhatsApp introduced for its calls last year. This allowed him to see what was on her phone, including that she had other accounts, with Lloyds, and Wise – a money services provider that specialises in international cash transfers. For the next hour and a half, the man instructed Mrs Campbell to shuffle different sums of money between these accounts – and also into a separate Western Union account – watching the transactions go through using screen share, all under the guise of helping her. “All the while he’s saying to me ‘we are managing to recover the money, but we’ve got to act fast because it’s going out fast’,” she said. “So I’m seeing them coming in thinking, ‘well the money’s being recovered’, but you know, ******* me, didn’t realise that he was shuffling it all into my Wise account.” At one point he persuaded her to take out a £25,000 loan, apparently to “block” another loan he claimed had been taken out. Mrs Campbell said: “If that one instruction had come in isolation, I would have said….what planet do you think I live on? “But because I’d been groomed and everything was making me feel more and more fearful and more and more insecure, you get swept along by the scammers insistence of acting now.” Supplied Felicity Campbell was conned by a caller pretending to be from her bank When the loan arrived in her account and she was asked to transfer it out, Mrs Campbell decided enough was enough. “On the second transfer I said, ‘OK, I am now really uncomfortable. “’I don’t want to continue this’. And he said, quote unquote, ‘go F yourself, madam’. “And I knew I’d been had. I felt so *****, I can’t tell you.” A total of £20,000 of Mrs Campbell’s money had been transferred from her accounts to Western Union. Western Union told You and Yours that these payments went to named accounts in India. Mrs Campbell has since managed to recover some of the money from her banks. Nationwide has refunded her £6,000, covering the money moved out of that account, and said it was investigating how the ********* got into her bank account to know the details of her transactions. Lloyds is investigating and has refunded £2,000 relating to debit card transactions Mrs Campbell made under the instruction of the *********. It said in cases where funds are transferred between someone’s accounts, responsibility for refunds ***** with the bank from where they were transferred to the fraudster. Wise said it had sent a number of warning messages to Mrs Campbell asking if the payments were being made by her – and that she had pressed the button on her phone confirming they were.
