Two people likely acquired measles in metropolitan Melbourne as they had no history of overseas travel or known contact with other cases. “This means there is now local transmission of measles in the community,” Victorian Chief Health Officer Tarun Weeramanthri said in a health alert. The cases were infectious when visiting 19 locations across greater Bendigo and metropolitan Melbourne. They include the Royal Melbourne Hospital and Bendigo Hospital emergency departments, a Keilor East swimming pool, supermarkets in Epsom and Bendigo, a beautician in Aberfeldie and Timezone at Highpoint Shopping Centre in Maribyrnong. Those who attended a listed exposure site at specified times have been advised to monitor for symptoms. These can include a fever, cough, sore or red eyes, runny nose, and feeling generally unwell, followed by a red bumpy rash. Symptoms can develop up to 18 days after exposure with people warned to be vigilant as initial symptoms may be similar to COVID-19 or the flu. People are potentially infectious from 24 hours before experiencing symptoms until four days after the rash appears. The virus can spread through airborne droplets or contact with nose or throat secretions and contaminated surfaces and objects, lasting for up to two hours in the environment. Eight measles cases have been identified in Victoria so far in 2025 after at least 15 were reported in the state last year. Reported measles cases in Australia fell from just over 280 in 2019 to 38 between 2020 to 2022, including none in 2021, amid COVID-19 international travel restrictions. As Australia reopened to the world, reported national cases rebounded to 26 in 2023 and 57 in 2024. Anyone born during or since 1966 who doesn’t have documented evidence of receiving two doses of a measles-containing vaccine is at risk of contracting the disease. Unvaccinated infants are at particularly high risk, and pregnant women and people with a weakened immune system are more susceptible to suffering serious complications. All Australians are eligible to receive the free measles-mumps-rubella vaccine if born during or after 1966. People are urged get the vaccine before travelling overseas, especially those planning to fly to South and South-East Asia countries including Vietnam. Outbreaks of measles have been reported in Asia, Africa, Europe and the ***, the Middle East and the US. An outbreak in West Texas has led to the first US death from the illness in a decade. US health secretary Robert F Kennedy Jr, who denied he was anti-vaccination in his Senate confirmation hearings, said 124 people had contracted the disease in the outbreak and 20 of those were quarantined in hospital. “There have been four measles outbreaks this year,” he said during a meeting of President Donald Trump’s cabinet at the White House. “In this country last year (there were) over 16. “So it’s not unusual. Federated identity management (FIM) is an arrangement between multiple enterprises or domains that enables their users to use the same identification data (digital identity) to access all their networks. These partners are also known as trust domains. A trust domain can be an organization, a business unit, a smaller subsidiary of a larger organization, etc. FIM is a system of single login, multiple access. For FIM to work effectively, all involved partners must have a sense of mutual trust. Each trust domain maintains its own identity management. However, all domains are interlinked through a third-party service that stores users’ access credentials and provides the trust mechanism needed for FIM to work. This third service is known as the identity provider or identity broker. This provider brokers access control among multiple service providers. The FIM arrangement is made between two — or even more — identity brokers across organizations. FIM links users’ identities across multiple security domains. When two domains are federated, users only need to authenticate themselves to one domain. That’s because a second security domain — and part of the FIM system — trusts that the user’s home domain authenticated the user and enables them to have unfettered access. Examples of FIM systems include OpenID and Open Authorization, as well as Shibboleth, which is based on the Organization for the Advancement of Structured Information Standards’ Security Assertion Markup Language (SAML). How does federated identity management work? FIM works because the FIM partners send each other Authorization messages. These messages can be transmitted using SAML or a similar Extensible Markup Language standard. Both enable users to log on once to access multiple affiliated but separate websites or networks. Users’ credentials are provided to and stored with their identity provider, which is their home domain. Then, when logging in to a service such as a software-as-a-service application, they don’t have to provide credentials to the service provider. Rather, the service provider trusts the identity provider to validate these credentials and grant them access. What are common federated identity management use cases? FIM is useful when administering applications that need access to resources in multiple security domains. Here are some common FIM use cases: new users added to the system after a merger or acquisition; external vendors or distributors that require access to the organization’s resources; users from commercial identity providers; users with credentials from a public organization; citizens using credentials from a national identity provider; and access to social websites, like Gmail, Facebook, Google, etc. What is the difference between SSO and FIM? Single sign-on (SSO) is an important component of FIM, but it is not the same as FIM. Implementing single sign-on doesn’t necessarily require federated identity management, but the latter does rely heavily on SSO technologies for authentication among domains. SSO enables users to use a single set of credentials to access multiple systems within a single organization. It is token-based, meaning that users are identified by a token rather than a password. FIM enables users to access systems across federated organizations. They can use the same credentials to access the applications, programs and networks of all members within the federated group. It provides single-step access to multiple systems across different organizations. Unlike SSO, FIM users don’t provide credentials directly to a web application, but to the FIM system itself. Organizations that implement SSO do not necessarily use FIM. However, FIM relies heavily on SSO technologies to authenticate users across domains. What are benefits and drawbacks of federated identity management? When organizations work together on a project, FIM enables participants to access and share resources across all domains. FIM also simplifies the process of authenticating and authorizing users of the systems within the federation. At the same time, administrators in each organization still control access levels in their own domains. They can set permissions and access levels across different systems in different security domains for a user based on a single username. This reduces their work and simplifies identity and access management. Federated identity management has its benefits and drawbacks. Administrators can also avoid common issues that crop up when balancing multi-domain access, such as developing a specific system to make it easy to access the resources of an external organization. The consolidation approach of FIM helps organizations save money and maintain control. FIM also eliminates the barriers that often prevent users from easily and securely accessing the resources they need. It delivers convenience so they can securely access systems in different domains without having to remember multiple credentials or log in multiple times. Consequently, the user can save time, minimize access friction and increase productivity. FIM also simplifies data management, privacy and compliance, and it reduces storage costs. One drawback of FIM is the upfront costs that organizations incur to modify existing systems and applications. This can be a substantial financial burden for smaller organizations. Another challenge is that participating federation members must create policies that adhere to the security requirements of all members. This negotiation can be a complicated, time-consuming undertaking when each enterprise sets different requirements and rules. Finally, a participating organization can be a member of more than one federation, so its policies should reflect the rules and requirements of each federation. As the company joins additional federations, this can become complicated and require a huge time commitment that many enterprises may not be prepared for. There is no specific date for the launch, but Blue Origin said it would take place this spring. Katy Perry is scheduled to be on her Lifetimes Tour from 23 April until 11 November, so this trip is expected to take place before that. “If you had told me I’d be part of the first all-female crew in space, I would have believed you. The NS-31 mission will be the 11th human spaceflight for the New Shepherd rocket and the 31st in its history. So far, the programme has launched 52 people into space. It is fully autonomous – which means there are no pilots – and takes the passengers past the Karman line, internationally recognised as the edge of space. This rodeo would become a place where ****** athletes could showcase their talents and take center stage in the world of rodeo. “When Lou started the rodeo, everybody told him he was crazy,” says Valeria Howard Cunningham, who took over as CEO of the rodeo after Vason’s passing in 2015. He says he expects the government “to move very quickly on this forfeiture, imminently” by seeking a court order to render the plane property of the Crown. In June 2023, the federal government officially seized an aircraft that had been sitting on the tarmac at Toronto’s Pearson International Airport since February 2022. The plane hasn’t moved in the intervening 25 months. The Russian-registered Antonov AN-124 is owned by the firm Volga-Dneper, which Canada has sanctioned. It is one of the largest aircraft in the world, and Ottawa fears Russia could use it to deliver military supplies in its invasion of Ukraine. Months later, Ottawa has effectively retracted its original cabinet order and revised it, to apply to foreign subsidiaries of the Volga-Dneper company. The changes appear in an order-in-council as well as a formal gazette notice, both of which were dated Feb. 14. “Normally when you sanction (a company), all of its subsidiaries are expressly themselves sanctioned. And so you would never expressly then sanction subsidiaries, especially non-Russian subsidiaries, under the Russian regulations,” Pellerin said. It’s unclear whether Ottawa would sell the airplane in its current state, use it to generate profits or strip the aircraft for parts. Kersten noted that it’s possible the plane might not be able to fly in its current state, given the need for airplanes to be maintained and regularly flown to be operational. Here is what she said during “Three-Stock Lunch.” Tesla Garcia said she would stay on the sidelines with Tesla, citing the electric vehicle maker’s sky-high valuation and a stiffer auto market. According to the financial advisor, the assumption that Tesla will benefit from CEO Elon Musk’s close relationship with President Donald Trump and from its lower-priced EV expected later this year is not enough to bolster a bull case for the stock. Autos remain Tesla’s core business and the industry is slowing, and also facing price cuts in regions like China with competitive EV markets, she said. “My biggest problem with Tesla is just the valuation. It trades[at] over 105 times earnings, which is not only expensive to the overall market, but that’s even more expensive than its own historical average,” Garcia continued. “Whether I find another place to add my money or I wait for a better entry point, I would not jump in with two feet in Tesla right now.” Tesla shares are down 42% from their all-time high in December, hurt by a slowdown in sales. The stock is down about 30% so far in 2025, erasing its election-related euphoria. Moderna Vaccine maker Moderna is another sell for Garcia as the stock continues to garner pushback. The advisor noted Moderna’s main source of revenue is from its Covid vaccine, and that bets on the company’s mRNA pipeline have not yet been profitable. “I think there could be some long-term opportunity with other uses of mRNA, but in the meantime, again, I’d stay on the sidelines here,” she told CNBC. “It’s way too concentrated in Covid vaccines, which I don’t think there’s a huge opportunity [for] in the short term.” Moderna shares slid 7.5 Thursday after reports that federal health officials under the Trump administration are re-evaluating the company’s $590 million contract to help develop a bird-flu vaccine, which was awarded by the Department of Health and Human Services in January during the Biden administration. The stock is down 25% this year as sales of its vaccine have fallen amid a drop in Covid-related demand. Shares have slumped 68% over the past year. Ebay Garcia thinks e-commerce platform Ebay is a stock to buy, even after the company’s quarterly report disappointed Wall Street. Shares of Ebay tumbed 8.2% on Thursday after the company forecast first-quarter revenue below analyst estimates, citing consumers scaling back discretionary spending. The stock is up 2.5% year to date, and has soared 43% over the past 12 months. Despite the latest downbeat sentiment, Garcia is bullish on Ebay’s future growth opportunities. “This is a company that has, I think, really been showing that they’re willing to innovate,” Garcia said, making the stock worth buying in the short term. Garcia mentioned Ebay’s recent partnerships with Facebook Marketplace and OpenAI and its success with collectibles and luxury goods as growth catalysts that will have a more lasting impact than one quarter’s disappointing forward guidance, which she partly blamed on fee changes for eBay’s *** sellers. President Trump echoed Musk’s claims moments later to reporters ahead of a cabinet meeting. “Maybe we’re paying people that don’t exist,” he said. There is no evidence that the federal payroll includes scores of dead or non-existent people. The White House declined to provide evidence for the claim to CBS News. Federal laws mandate audits and verification processes to maintain accurate employment records, and the lower rate of response to the email is no doubt due to multiple agencies instructing staff to not reply. At least half of all federal employees have not responded to the email, which was sent by the Office of Personnel Management on Saturday and came with a deadline of 11:59 p.m. Monday. The heads of numerous agencies, including the Justice Department, the FBI, the State Department, the Pentagon, the Department of Energy, the Department of Homeland Security and the Office of the Director of National Intelligence, told employees to ignore the email. The personnel office allowed agencies to decide how they wanted to handle the email, despite Musk warning that those who did not respond would lose their jobs. CBS News has not received responses for requests for information about Musk’s claims from the Office of Personnel Management or the Department of Government Efficiency, known as DOGE. How the federal government keeps track of its workers Federal employees must verify their identity and employment authorization by filling out an I-9 before being hired and often have their fingerprints taken. Federal law requires that agencies keep “complete and accurate records” of the hours their employees work and establish work schedules. While there are occasional instances of fraud, the Government Accountability Office found in 2020 that cases are rare. Between fiscal years 2015 to 2019, agency inspectors general substantiated only 100 allegations of employee time and attendance misconduct or fraud out of a federal workforce of around 2.1 million employees (the GAO report did not include postal workers). The report did not mention any instances of dead or fictitious employees getting paid. The report noted several checks and balances in place to prevent and detect fraud, including the use of timesheets, badge in-out data, video surveillance, network login information and government-issued routers, GAOs report said. Pattern of false claims about dead people Previously, Musk and Mr. Trump had falsely claimed that tens of millions of dead people over 100 years old were collecting Social Security payments. But acting Social Security Administration commissioner Lee Dudek said people who are listed as over 100 years old in the Social Security system are “not necessarily receiving benefits.” Instead, those individuals “are people in our records with a Social Security number who do not have a date of death associated with their record,” Dudek said. Unless you qualify for survivor benefits, collecting Social Security payments for a deceased person is ********. While there have been documented instances of payments to deceased beneficiaries, they do not occur near the scale the Trump administration suggested. In total, improper payments at the agency — including all accidental overpayments and underpayments — accounted for just under 1% of the $8.6 trillion in total payments from 2015 to 2022, according to a 2024 audit. Mr. Trump also has a long history of making false claims of widespread voter fraud in the 2020 election by people who cast ballots in the name of dead people — claims which have been repeatedly debunked. Mr. Ottmann said on LinkedIn in late January that he was offended that Mr. Musk had referred “as a joke” to Nazis who were responsible for genocide. “Starting in 2022 and especially the last week I’ve raised the issue internally multiple times, with managers, HR, legal compliance, investor relations,” Mr. Ottmann wrote, referring to behavior by Mr. Musk that he found objectionable. “And while overwhelmingly people offer personal support, Tesla as a company has remained silent.” Tesla did not reply to a request for comment. Mr. Musk’s companies, which include SpaceX and X, have a history of punishing dissent. In 2022, SpaceX, which makes rockets, fired nine employees who had called on the company to distance itself from social media comments by Mr. Musk, including one in which he mocked ******* harassment accusations against him. He has offered to fund lawsuits against employers who fire workers because of things they posted on X. The end of World War II saw Japan, after invading the Philippines, forced to pay reparations. But as President Trump tries to end Russia’s invasion of Ukraine, he has flipped traditional U.S. foreign policy upside down in demanding that the invaded, not the invader, pay up. On Friday, Mr. Trump and President Volodymyr Zelensky of Ukraine are set to sign a deal enabling the United States to share in the country’s mineral wealth, a move Mr. Trump has portrayed as payback for the aid American taxpayers have supplied the war-torn nation. Mr. Trump insisted that the United States would not be providing security guarantees to Ukraine in return. The deal may prove beneficial in some regards to Ukraine, because becoming more economically intertwined with the United States could provide its own signal of protection. But it underscores Mr. Trump’s impulse to squeeze even America’s traditional allies as he applies his transactional approach to foreign policy. “By definition, allies and partners tend to be dependent on us for part or most of their security, and they tend to be economically involved with us,” said Richard N. Haass, the former president of the Council on Foreign Relations and an adviser for former Secretary of State Colin L. Powell. “And what the Trump administration has done is turn that into a liability.” The United States has traditionally aided its allies under the premise that doing so helped create a more orderly world. Mr. Haass pointed to America’s involvement in producing arms for the allied countries in World War II, the Marshall Plan and the defeat of the Iraqi invasion of Kuwait. “By setting up a world where we demonstrated that aggression didn’t pay, there would be less aggression,” he said. But Mr. Trump has indicated he has little use for traditional U.S. alliances, and tends to evaluate relationships based on whether other countries are contributing economically to the United States. Mr. Trump began his second term with economic hardball toward America’s neighbors to the north and south, threatening to impose new tariffs. Mr. Trump said on Thursday that tariffs on imports from Canada and Mexico would go into effect on Tuesday “as scheduled,” and that China would face an additional 10 percent tariff. “We’ve been treated very unfairly by many, many countries, including our friends — friend and foe,” Mr. Trump said at a news conference on Thursday. He has mocked Canada as the 51st state and called its prime minister a “governor.” Mr. Trump has also repeatedly expressed interest in annexing Greenland, seizing the Panama Canal and fundamentally remaking the U.S. relationship with Europe and the North Atlantic Treaty Organization. But it is Mr. Trump’s upending of America’s relationship with Russia and Ukraine that has prompted the most concern in recent weeks.
