Analysis-With militaries upgraded, risks multiply in any potential India-Pakistan conflict Analysis-With militaries upgraded, risks multiply in any potential India-Pakistan conflict By Saeed Shah and Shivam Patel ISLAMABAD/NEW DELHI (Reuters) – India and Pakistan have significantly upgraded their military capabilities since the nuclear-armed neighbours clashed in 2019, posing increased risks of escalation even in a limited conflict, former military officers and experts say. Pakistan says India plans a military incursion after New Delhi blamed Islamabad for a deadly attack on domestic tourists in Indian Kashmir last month. India’s Prime Minister Narendra Modi has vowed to punish the backers of the attack “beyond their imagination”. Pakistan has denied involvement in the attack but has warned it will hit back if it is targeted. In 2019, India carried out air strikes inside Pakistan after the bombing of an Indian military convoy in Kashmir and said it destroyed “terrorist camps”. Pakistani jets conducted a retaliatory air strike and shot down an Indian aircraft during actions spread over two days. The neighbours have fought three wars – in 1948, 1965 and 1971 – and clashed countless times since gaining independence, mostly over the Kashmir region which both claim. Both acquired nuclear weapons in the 1990s and Kashmir is considered one of the most dangerous flashpoints in the world. Military experts say neither side will consider nuclear weapons unless pushed to the wall, but even a limited conflict would carry high risks of escalation. They say such a conflict is likely to involve aircraft, missiles or drones, where India and Pakistan are considered closely matched, although India’s far greater resources would come into play over a longer *******. “Decision makers in both states now have a higher risk appetite for conflict initiation and escalation than prior to 2019,” said Frank O’Donnell, a non-resident fellow at the South Asia Program at the Stimson Center, a think-tank in Washington, as they had managed then to clash without nuclear weapons being used. “But without a clear mutual sense of the precise actions, that could trigger inadvertent escalation,” he added. Both sides have acquired new military hardware since 2019, opening up new conventional strike options. “Each side will think they are in a better position than last time,” said Muhammad Faisal, a South Asia security researcher based at the University of Technology, Sydney. “It is only when we see actual combat that we will find out.” In particular, India believes that it was at a disadvantage in 2019 because it had to rely mainly on ageing Russian jets. It has since inducted 36 French-made Rafale fighter jets, a top Western aircraft, with more on order for its navy. To counter, Pakistan got one of China’s most advanced war planes, the J-10, a rough equivalent of the Rafale, in batches since 2022. It has at least 20 of the aircraft, according to the London-based International Institute for Strategic Studies. The planes carry advanced capabilities, with the Rafale armed with Meteor air-to-air missiles that operate beyond visual range. The J-10 is armed with the comparable PL-15 missile, according to a Pakistani security official who declined to be identified because they were not authorised to brief the media. To plug the gaps in air defences exposed on both sides in the 2019 conflict, India secured Russia’s battle-tested S-400, a mobile anti-aircraft missile system. Pakistan obtained the HQ-9 from China, which is based on Russia’s S-300, one notch down. ‘CLAMOUR FOR ACTION’ “Most certainly in some respects we are better off (than 2019),” said Anil Golani, a former air vice marshal in the Indian Air Force, and the director general of the Delhi-based Centre for Air Power Studies think tank. “There’s a lot of clamour for action in the country but, in my personal assessment, both India and Pakistan are not looking for an all-out conflict,” he added. Hanging over any conflict is China, India’s rival and Pakistan’s close ally and biggest supplier of military equipment. Although the U.S. has urged India and Pakistan to ease tensions, it will closely watch any conflict for insights on Beijing’s aerial strength. The ******** plane and its PL-15 missile have not previously been tested in combat. “It could be a contest between Western and ******** technology,” said Faisal, adding “for India, there is the dilemma of how many air squadrons to commit to the Pakistan front, as it must also guard against China.” China and India fought a brief border war in 1962 and the two armies have clashed, most recently in 2022, along their tense Himalayan frontier. Pakistan has a fleet of F-16s, the U.S. aircraft acquired decades back when ties with Washington were stronger. These F-16s were deployed in the 2019 tussle, leading India to lodge protests with the U.S., although New Delhi now enjoys far closer ties with Washington. This time, to avoid the political fallout with the F-16 and to take advantage of having a more advanced aircraft, Pakistan will likely spearhead with the ******** J-10, experts said. But a drone or ground-launched missile strike is considered more likely since neither would risk a pilot being shot down. India has turned to Israel for combat-capable drones, getting the Heron Mark 2, and it has U.S. Predator drones on order. Pakistan has acquired Turkey’s Bayraktar TB2 – used by Ukraine in its war with Russia – and the Akinci, also from Turkey, according to the Pakistani security official. Amid the standoff, Pakistan tested a surface-to-surface ballistic missile with a range of 450 km (280 miles) on Saturday, to show that the armed forces were ready to “safeguard national security against any aggression,” according to a statement from the country’s military. Pakistan also has a range of short-range and medium-range missiles, capable of being fired from ground, sea and air. There was no immediate comment from India on the test. India’s capabilities include the BrahMos supersonic cruise missile of about 300 km range as well the Agni series of intercontinental ballistic missiles. The 2019 skirmish almost spiralled out of control, with multiple missile strikes threatened before U.S. intervention calmed the situation down. Kaiser Tufail, a former fighter pilot in the Pakistani air force, said that India did not manage to establish deterrence in 2019, so it would aim for a more incisive strike this time, bringing more risks in its wake. Security and verification concerns dog debate over Data (Use & Access) Bill Security and verification concerns dog debate over Data (Use & Access) Bill There is much to be welcomed in the ***’s latest revision to data legislation, which has had a multi-year marathon from inception as the Data Protection & Digital Information Bill and other iterations to its new form as the Data (Use & Access) Bill. Perhaps foremost in the benefits within the bill is the explicit encouragement for organisations to share data to combat financial crime, in particular the move from “legitimate interest” towards “recognised legitimate interest”. In essence this allows organisations to work on the assumption that data can be shared in set circumstances. This then allows for automated data sharing in real time, essential in a world of faster payments where human intervention is not realistic. The bill also goes a long way to create the exciting new smart data economy. It builds, as its regulatory impact assessment notes, all smart data on the success of open banking. The *** has been a pioneer in open banking and as April’s Global FinTech Week attested, the ***’s fintech scene continues to be a world leader and a huge contributor to the government’s growth agenda. As last year’s report with then Lord Mayor Michael Mainelli notes, the Data Bill will move the *** “Beyond fintech to ubiquitech”. This creates opportunities for many other smart data sectors to follow in fintech’s footsteps and create burgeoning new industries – medtech, insurtech, or any of the other sectors that are built on the ubiquitous technologies that underpin the digital economy. One bill to rule them all As the report describes, the Data Bill is the “one bill to rule them all”. Many other acts of Parliament passed recently rely almost entirely on the data provisions within the new bill to optimise their performance. The Economic Crime & Corporate Transparency Act, for example, relies on the “recognised legitimate interest” to allow it to scale, and the Companies House reforms require the verification of directors to be defined. Unfortunately, this is where the standards envisaged and signposted to are a dramatic fail, opening up not only to future abuse but baking in existing fraudulent activity. Regular readers of Computer Weekly over the last few decades may well recall the ongoing debate as to whether British Gas bills (other utility documents are available) were really the international gold standard for identity security, an issue on which the financial services sector has consistently opined to be counter to effective security. Yet the current “trust” framework – which you can’t trust as there is no liability model behind it – is still harking back to the Gov.*** Verify era Good Practice Guidelines (GPGs). For those uninitiated with the GPGs, they are so called because they provide good practice for slightly disorganised criminals to follow the guide so they can more readily circumvent controls. For those of you who follow the excellent Dark Money Files, we can all agree that even the disorganised criminals need no more help in practicing their online filing. However, reference to GPGs in the Data (Use & Access) Bill would cement these flaws into the system. Given that the bill now builds on open banking it is somewhat counter-intuitive that the addition of all other smart datasets onto open banking should weaken security controls across the board just because the other datasets do not currently have to meet financial services security controls. Security vulnerabilities Outside financial crime, failure to address cyber security vulnerabilities risks the general public’s trust in the handling of their data. Some will recall the collapse of the NHS National Programme for IT in 2012, in large part due to the public’s justified concerns about the lack of security over how their data was being handled. Secretary of state for health and social care Wes Streeting has recently made some excellent points about the need to optimise application of the huge national asset that is NHS data, but this is highly unlikely to be realised without bringing public trust and confidence with it. With the majority of the population having been a victim of financial crime, it is scarcely reassuring to then inform them that a lower security standard is being adopted for their medical records should they consent to use such services, and this urgently needs to be amended. Meanwhile, we heard from the Office for National Statistics last month that fraud – already the largest form of crime, responsible for 41% of all crime – is still accelerating. Moreover, this is despite the stronger sector-specific security standards that exempted financial services from the Network Infrastructure Systems Directive (NIS) a decade ago. The juxtaposition of NIS2 and the Digital Operational Resilience Act (DORA), coming through from the European Union, with a watering down of already lax financial services controls does not bode well for a *** “trust framework”. The forthcoming Cyber Security & Business Resilience Bill is to be welcomed in aiming to address the vulnerabilities in *** critical national infrastructure, a concern highlighted recently by Heathrow Airport’s closure and the switch-off of Spanish and Portuguese power grids. Even here, however, strong authentication is critical, as shown in the analysis of the Colonial Pipeline shutdown, discovered to be a basic failure of multi-factor authentication. Know your customer (KYC) and anti-money laundering (AML) controls ought to be set at a bare minimum, but even beyond that financial services really ought to be implementing the guidance that *** Finance adopted back in 2018 as part of its commitment to the Payment Systems Regulator’s payment strategy forum’s financial crime working group. Regulatory guidelines While British standards were adopted at the time as meeting the need for regulatory guidelines, these security measures have yet to be effectively implemented in any organisation, with disparate elements merely being patched together in disjointed fashion. If that were to actually manifest then the *** could have a true Dreadnought moment, providing actual identity security, potentially offered internationally, for a robust, resilient, secure and actually trusted framework. But until then, we have a lowest common denominator which will ensure that organised crime flourishes on the back of photoshopped driving licences and gas bills. And for those who are heartened by the inclusion of international biometric chip passports, a quick note that many of our key adversaries are state-sponsored organised crime gangs. While access to corrupt officials in certain nations has always been a concern, we now have multiple states actively attacking *** services. For those of you who follow Dark Money Files, you will be aware of the scourge of innocent members of the public having their home addresses utilised for fraud. The Economic Crime and Corporate Transparency Act is supposed to tackle this, but the currently envisaged verification “solution” will simply allow Adolf Hitler to verify that he does indeed live at your address. Having done so this will likely make it even more difficult for you to have his companies that are registered at your home to be taken down. Ill-fated fiasco In conclusion, the Data (Use & Access) Bill has much in it which could prove to be a gamechanger both in combatting financial crime and cyber security flaws, but also in allowing a new swathe of smart data applications to transform the *** economy and drive growth. But if trust in the verification of individuals and organisations is fundamentally undermined by inappropriate and provably vulnerable processes then we risk the ill-fated Gov.*** Verify fiasco dragging on for yet another decade. Vasseur became a little frustrated with this, and in the end said: “It’s not the story of the day,” pointing out that the only difference it made in the end was which driver finished seventh and eighth. “I would be much more keen to speak about why we finished one minute behind McLaren,” he said. Vasseur claimed that in the race, the car’s pace was a match for the Red Bull of Max Verstappen and the Mercedes, but Ferrari paid the price for their poor grid positions. McLaren, he admitted, were “on another planet”. Charles Leclerc qualified eighth and Lewis Hamilton 12th, Ferrari’s worst qualifying result of the season, and that was largely because they were struggling to get the best out of new tyres. That’s why Hamilton and Leclerc ran on used tyres in the second set of qualifying. As Vasseur put it: “Everybody improved 0.5-0.6secs between scrubbed to new and we lost 0.2-0.3secs.” Asked why Ferrari struggled with tyres in Miami, he said: “That’s a good question. If I knew the answer, I would do a step forward and we would have fixed it between Q2 and Q3. “You always have to operate the tyres in a very narrow window. It’s different from track to track, it’s different from compound to compound, from track temp to track temp. And it’s always after the session that you say, ‘OK, I could have done differently.'” But that was just Miami. The wider issue is that the car is not where Ferrari expected it to be at the start of this season, after running McLaren so close for the constructors’ title last year. Other teams – especially McLaren – made more progress over the winter, and Ferrari simply need to make the car faster. On average, it is the slowest of the top four teams, and Ferrari have scored only one grand prix podium, thanks to Leclerc in Saudi Arabia. Hamilton won the sprint in China, but that seems to be a case of him and the team finding a good set-up after just one practice session, while others did not, and then benefiting from clean air at the start of the race. As Leclerc put it: “Lewis did an outstanding job. Maybe some drivers didn’t put everything together in (sprint) qualifying and he managed to do that and managed to outperform the car a bit. “Then tyre degradation being a big thing, when you start in front, everything comes to you a bit more. Lewis made a difference on Friday and Saturday.” There are what Vasseur calls “some small upgrades” coming at the next two races in Imola and Monaco. And Vasseur hopes that the stricter rules on front wing deflection that are being introduced at the subsequent race in Spain will make a difference. “Everybody will have a new front wing in Barcelona,” he said. “By definition and by regulation. I think it will be perhaps a reset of the performance of everybody.” The implication is that McLaren are benefiting from exploiting this phenomenon. McLaren themselves say they expect it to make little difference to them. Ferrari progressed well with upgrades in both 2023 and 2024 after difficult starts. Vasseur remains confident they can do the same this year. Hamilton said on Sunday: “I feel optimistic for the future. I think this car really does have performance. Something’s holding us back at the moment. We’ve lost performance since China. And it’s there, it’s just we can’t use it. As prospective travelers sit down to come up with their vacation itineraries, however, they might want to factor in the various travel warnings in effect against several international destinations. More recently, the U.S. State Department has issued warnings about visiting both North Korea and Burkina Faso. With this recent announcement, the U.S. now has a total of 21 countries that carry the “Do Not Travel” warning: the highest advisory level used by the State Department. In particular, the U.S. advises against traveling to North Korea owing to “the continuing serious risk of arrest, long-term detention, and the threat of wrongful detention.” Because the U.S. does not maintain close diplomatic connections with North Korea, the State Department has warned travels that “it cannot provide direct help to U.S. citizens in North Korea in emergencies.” Similarly, the State Department has warned against visiting Burkina Faso “due to terrorism, crime, and kidnapping.” The West African nation has experienced a recent spike in terrorist operations, with the State Department stating, “Terrorists may attack anywhere with little or no warning and may utilize various tactics including the use of common, commercially available items or the use of kidnapping for ransom.” With both nations obtaining a Level 4 travel warning in the U.S., both North Korea and Burkina Faso have now been characterized as two of the most dangerous places for U.S. citizens to travel to. The U.S. has similar warnings in place against various nations across the globe, including the likes of Yemen, Iran, Syria, Afghanistan, Iraq, Ukraine, Haiti, Venezuela, Somalia, Russia, and the Democratic Republic of the Congo. High school students placed white gerbera daisies on small ****** coffins, and ******* soldiers lowered them respectfully into a large, freshly dug grave as a military band played a solemn tune. Hundreds of villagers and relatives of the fallen watched silently, some wiping tears off their cheeks, as the soldiers who died in one of the last large World War II battles fighting for Adolf Hitler’s army got their final resting place. The gestures of remembrance are part of a long, complicated — and sometimes controversial — effort to bring the ******* dead to rest, 80 years after a war that Nazi Germany started. It’s still not the end — much work remains to identify the dead and notify any surviving family members. Across Europe, in forests, fields and beneath old farmland, the remains of ******* soldiers are still being found, exhumed and reburied by teams from a nonprofit organization called the Volksbund Deutsche Kriegsgräberfürsorge, or ******* War Graves Commission, which has been doing this work for decades. A search for the dead As the world pauses this week to mark the 80th anniversary of the war’s end, the continued search is a reminder that the conflict’s legacy is not only historical or political, it is also physical and unfinished, still unfolding in the ground beneath Europe’s surface. “It’s very, very important that this is still being done,” said Martina Seiger, 57, whose grandfather’s bones were found and buried a few years ago. Seiger and her family make a point of attending the burials of other soldiers who died in the battle of Halbe in 1945. It’s as close as they can get to some kind of ******** for her grandfather, Werner Novak. Novak was 21 when he was killed. He had already been injured and sent back from the front to Berlin. He was planning to marry his pregnant fiancée and hoped for a more peaceful future, Seiger said. Instead, as the Soviet’s Red Army was approaching Berlin in the last weeks of war, he was back into battle. Lost in the chaos of war The process of finding and identifying the remains is slow — many of the missing were buried hastily during retreat or combat, with no markers or records. Some sites are remembered only vaguely, passed down through local knowledge. Others are beyond reach, beneath modern infrastructure or the front line in eastern Ukraine. Still, the Volksbund works on, searching across Europe’s old battlefields, following tips, checking old military maps and missing soldiers lists. The work continues even in western Ukraine, away from the raging fighting in the country’s east. When possible, the organization brings the remains to cemeteries maintained specifically for ******* soldiers who died abroad. It says its goal is humanistic: to offer a dignified burial to every person who died in the war, regardless of the role they played. That includes soldiers who served in a military responsible for some of the worst atrocities of the 20th century. The Volksbund does not frame its mission as one of honoring the fallen, but of identifying them and ensuring they are not left to vanish into the earth, without a name. A missing father Wolfgang Bartsch, 83, stood on a small hill near the open graves as the soldiers’ bones were laid to rest. Bartsch has never been able to bury his own father, who died in January 1942 fighting on the front in Russia. He was just three weeks old. Days earlier his mother was killed in an Allied bomb raid on Berlin. He was raised by his grandmother but always felt the pain of growing up without parents. “My dad is buried somewhere in a nameless grave in Oryol in Russia,” he said. “The Volksbund will never be able to recover his bones because I know that lots of settlements were built on top of those graves.” By the Volksbund’s estimate, more than 2 million ******* soldiers remain unaccounted for. Over the past 30 years, since gaining access to former Eastern Bloc territories, the Volksbund has recovered and reburied the remains of a million people. Work that can be controversial In some parts of Europe, resentment lingers toward anything perceived as rehabilitating the Nazi military past. But many accept that efforts to find the dead could help close this chapter of history. “I don’t want to rule out the possibility that we have a large number of war criminals in our war graves. We also know that some of them have even been proven to have committed the most serious war crimes,” said Dirk Backen, the secretary general of the Volksbund. “Behind every dead person is a human destiny and that is our main focus,” he said. “When you stand in front of the grave of an 18-year-old young Wehrmacht soldier, you naturally ask yourself whether he may have had other plans in life and a different dream than to give his life at the age of 18 for a cause that was also criminal.” Weeks before the burial in Halbe, an exhumation took place in the Polish city of Ostrołęka, where Volksbund employees and local Polish archaeologists dug for the remains of ******* soldiers in a Polish cemetery wherever it would not involve disturbing a marked grave. The skeletons were documented that day, March 19, and the bones of each person were sealed into a ****** bag. Dog tags were saved in the hope the remains can one day be identified. The group plans to rebury them later this year at a military ceremony in Poland. They deserve to be buried Łukasz Karol, a Polish archaeologist working on the exhumation, acknowledges having had ethical concerns as he considered the job of unearthing soldiers of an army that invaded Poland and killed some 6 million Polish citizens over the course of the war. But he said the work has moral significance and uncovers important scientific information. “These are also people and they also deserve a burial,” Karol said. Unlike in the immediate postwar years, few families today are actively searching for lost relatives. In many cases, the emotional and generational distance is too great; there is no one left to remember the missing, or the need for closure has faded with time. For Bartsch, the 83-year-old who attended the burial in Halbe, there is no closure. “I still can’t find peace when I think that so many people are still buried here in the ground without a proper ********,” he said. “My heart would rejoice if only I could bury my father too, but that won’t happen.” ___ Gera reported from Ostrołęka, Poland. The teaser shows the OnePlus 13s with a compact form factor. It has a hole punch display design at the front and a unique dual camera module at the rear. Like the OnePlus 13T, it has a squircle camera bump on the back, mirroring the Google Pixel 9 Pro Fold’s rear camera layout. The rest of the OnePlus 13 series devices sport a large circular rear camera housing centred on the back. It features a 6.32-inch display and runs on the Snapdragon 8 Elite chip. It boasts a Short Key that replaces the alert slider. But having followed the case in the media did not exclude them from potentially serving on the jury for a trial expected to last up to two months on charges of racketeering conspiracy, sex trafficking and transportation to engage in prostitution. Combs, 55, has pleaded not guilty. The “Bad Boy Records” founder is known for elevating hip-hop in American culture in the 1990s and 2000s, and hosting lavish parties for the cultural elite in the Hamptons and Saint-Tropez. In a 26th-floor courtroom in Lower Manhattan, U.S. District Judge Arun Subramanian questioned 32 prospective jurors one-by-one, a process known as voir dire, in a bid to seat a panel of 12 jurors and six alternates who can be fair and impartial to both sides despite heavy media coverage of the case. Opening statements are scheduled for May 12. Subramanian deemed 19 qualified to serve – including two who said they were fans of 1990s hip-hop – and the rest were dismissed. More will be questioned on Tuesday, and jury selection is expected to finish by the end of the week.
