The teenager who fatally mowed down a pedestrian as he was trying to make a U-turn in his car at a busy northern suburbs’ intersection was high on drugs and “excited” about spending the night with a girl he picked up earlier that night.

The youth, who was 17 at the time and did not have a license, also ignored pleas from his female passenger to stop twice before the collision that claimed the life of Rebecca Collard and never stopped to help his victim after.
