’s CBD has left a young victim and police stunned.

But it is not the brutal ******** outside the Perth Art Gallery on March 5 last year that has shocked them, rather the sentence handed down to the attacker.

Ryan Michael Tucker was fined $1500.

City of Perth security camera footage obtained exclusively by 7NEWS shows the 33-year-old twice punch his then girlfriend in the face before stealing her mobile phone.

The horrific blows sent the 25-year-old woman stumbling several metres backwards, as onlookers recoiled in *****.

Tucker was charged with aggravated ******** causing bodily harm and faced Perth Magistrates court on Monday.

The magistrate could have jailed Tucker for up to two years, but instead fined him and Tucker walked away from court.

The victim, who does not want her identity revealed, was heartbroken by the outcome.

“It’s insulting and inhumane,” she said.

“The (fine) he got was worth less than the phone he stole from me.”

She is now pleading with WA Police to lodge an appeal.

Tucker and his then girlfriend had been out with friends, but when the night took a sour turn she tried to get away from him and seek refuge at her mother’s house.

The 33-year-old abuser chased her through the Perth Cultural Centre, demanding she hand over her mobile phone.

When the victim refused, he punched her in the face, twice, and snatched the device before calmly walking away.

Body-worn police camera footage shows Tucker later resisting arrest and hurling ****** at police officers who eventually tackle him to the ground.

The terrified victim then gives her statement to officers through tears, pointing to a spot above her eye which is visibly red and swollen.

The victim’s impact statement reveals she suffered “financial, verbal, emotional, physical and ******* ******” during their three-year relationship.

It also states she was diagnosed with “complex post-traumatic stress disorder” because of the ******* and “didn’t leave her room for nearly six months” after the incident.

Police Force is committed to catching those responsible for such ******* to ensure they are held to account for their cowardly actions,” he said.

Appeals process

Once WA Police hand a case over to the courts they have no sway on sentencing, but they do have the capacity to lodge an appeal.

Earlier this month, former *********** Nurses Federation chief executive Jason Leeder was fined $4500 after setting ***** to a home while his ex-partner and children were inside.

Survivor Jaslyn Angus bravely spoke out earlier this week, calling for her abuser’s sentence to be reviewed.

The Department of Public Prosecutions has since lodged an appeal against Leeder’s sentence.
